There are 3 wheels with 8 filters each.

All the attributes are of type string.  The value is the current name 
of the filter as provided by the Arcon interface.  The initial digit is 
the filter number, the trailing digit is the wheel number.
The Arcon IRAF interface send the complete filter name list (3 wheels) 
with each picture command.  'arClient' compares the requested wheel to the 
actual wheel as reported by the FSA.

The Fits keyword is illegal (> 8 chars).
